The Lead – People & Culture at Otapp is responsible for building, leading, and scaling a modern HR

function that supports a fast-growing technology company. This role requires a strategic yet hands-on HR leader who can attract talent, nurture culture, and enable scalability as Otapp grows in Tanzania and expands across Africa.


This position reports directly to the CEO and works closely with COO.

Key Responsibilities

1. Talent Acquisition & Workforce Planning
• Lead recruitment to attract top talent across technology, operations, finance, and customer
experience.
• Build Otapp’s employer brand in East Africa’s tech ecosystem.
• Develop university, tech hub, and partner pipelines.
• Align workforce planning with business growth (travel, cargo, fintech, entertainment).

2. Employee Experience & Engagement
• Foster a positive, mission-driven culture rooted in innovation and customer service.
• Lead structured onboarding programs for new hires.
• Boost engagement through recognition programs, surveys, and team-building.

3. Performance & Learning
• Implement performance management frameworks (OKRs, KPIs, quarterly reviews).
• Lead learning initiatives to close skill gaps and support career growth.
• Introduce manager training programs to grow future leaders.

4. HR Operations & Compliance
• Implement HR administration (contracts, payroll, policies, benefits).

• Ensure compliance with Tanzanian labor laws, data protection, and workplace standards.
• Deploy HR systems (HRIS, digital timekeeping, employee self-service).

5. Culture & Inclusion
• Drive diversity, equity, and inclusion (DEI) in Otapp’s workforce.
• Ensure transparency and trust between leadership and staff.
• Act as Otapp’s culture guardian, aligning HR practices with mission and values.

6. Future Scaling (2–5 years)
• Transition role into CHRO as the company grows.
• Establish regional HR leadership for East Africa, Southern Africa, and beyond.
• Develop leadership pipelines and succession planning for senior roles.


Qualifications & Experience
• Bachelor’s degree in HR, Business Administration, Organizational Psychology, or related field.
• Minimum 2 years in a leadership HR role (preferably in tech, e-commerce, or startup
environments).
• Strong knowledge of Tanzanian labor laws; East African exposure is a plus.
• Hands-on experience in recruitment, culture-building, and HR systems.
• Strong communication and relationship-building skills.
