Key Responsibilities:
MAJOR RESPONSIBILITIES
Planning and Implementation of local level advocacy interventions
Contextualize World Vision’s Global guidance on local level advocacy and ensure timely dissemination to Area Programme and Grant Project teams
Provide technical support in the utilization of World Vision’s advocacy guiding documents and related standards to field staff
Assist the Area Programme team and Grant Projects to analyse power relations between decision makers and those who influence them and design strategies for engaging these stakeholders to achieve World Vision advocacy objectives at the field level.
Provide guidance and related assistance to all Area Programmes and Grant Projects in designing advocacy interventions as integrated across relevant sectors based on context;
Ensure quality annual planning and costing of all advocacy interventions for all Area Progammmes and Grant projects
Build advocacy capacity of Area Programme teams and Grant project teams so as to enhance quality implementation of all advocacy interventions
Ensure regular and need based technical assistance to the field staff in the implementation of advocacy projects and interventions
Local Level Engagement (Commune and Provincial levels )
Provide technical assistance to Area Programme teams and Grant Project teams to develop/review, maintain and utilize Commune/province level external engagement plans
Provide technical assistance to Area Programme teams and Grant Project teams in engagement in the local level policy and law-making processes; and related implementation processes
Provide technical assistance to Area Programme teams and Grant Project teams in engagement in the Communal planning and budgeting processes; and related implementation processes.
Provide technical assistance to Area Programme teams and Grant Project teams in engagement, strengthen capacity of local civil society organizations, networks and coalitions for coordinated joint advocacy initiatives that promote economic and social rights
Utilization of World Vision’s Citizen Voice and Action Approach (Social Accountability Approach)
Based on context and emerging issues, regularly review and update and contextualize the Citizen Voice an Action (CVA) approach and tools, and disseminate to Area Programme teams and Grant project teams for their reference and use
Regularly review CVA data as generated by citizen groups across Area Programmes and Grant Projects and ensure quality credible data is update in the CVA database
Lead the analysis of CVA data from all Area Programmes and Grant Projects, and generate evidence-based engagement briefs, with key findings and recommendations to inform internal and external decision-making processes
Lead CVA learning and exchange initiatives across all Area Programmes and Grant Projects
Monitoring and Reporting
in collaboration with DM&E lead, develop the National Office local level advocacy monitoring plan and ensure its utilization.
Lead local level advocacy field monitoring initiatives
Prepare Quarterly advocacy reports
Prepare the Advocacy Strategic Measure reports
Any other duties
Any other duties as assigned by the supervisor
QUALIFICATION REQUIRED FOR THE ROLE
Master degree in Social Sciences, Development Studies, Political Science, Public Administration, Law or related discipline from a recognized University
7 years’ experience in implementing advocacy programmes and projects
Skilled in in the utilizations of various Social Accountability Approaches and Tools,engagement with Government Ministries, Departments and Agencies, strengthening networks and coalitions for advocacy
Proven experience in engagements in the policy and legislative processes
Proven engagements in Public Planning and Governments Annual Budget Process including review and analysis
WORKING ENVIRONMENT
50% travel in country
