Job Description:

MAJOR RESPONSIBILITIES

Coordinate the running of the Commodity Tracking System (CTS) & LMMS:

Make sure the Commodity Tracking System is functional for accounting and maintaining Food Assistance standards.
Facilitate the use of LMMS technology for beneficiaries' registration, commodity distribution, reporting, data management.
All commodity records processed in CTS and report approved by Grant Coordinator.
100% of beneficiaries registered and distributed using LMMS technology.

Timely Commodity quality Reporting:

Review all Commodity Reports and ensure that the Commodity Reports are accurate and reliable for completion of the monthly global Commodity Status Reports, including the main CSR, LSR and RSR.

The project Key Performance indicator is green

Monthly Distribution Centre Visit, reports CSR, LSR and RSRs approved and appropriately filed;
Collect all the receipts and dispatch summary, truck inspection reports, loss reports, physical inventory, warehouse inspection report, distribution summaries and distribution center visit reports;
Proper records well collected and filed;
Maintain a clear accounting and documentation process for each shipment;
Documented Monthy shipment commodity accounting data;
Plan for spot checks in all warehouses to review the physical inventory, stacking, ledger books and stack cards, commodity book balances match the actual stock in the warehouses and explanations provided for any variances;
Monthly physical inventory done

Capacity Building in LMMS and CTS

Work with Food Assistance Manager to provide training for all other commodity staff especially and warehouse supervisors, Warehouse assistant and Food Monitor at field level on use of LMMS and CTS

LMSS-CTS report monthly uploaded in DGDB:

100 % of distribution conducted using LMMS and accounting processed using CTS

Responsible for maintaining consolidated reports from all the districts, processing required approval and filing them:

Review invoices and other Cooperating Partner reports from all WFP funded district sites and submit to WFP;
Prepare the Commodity Statement Summary (CSS).

CTS- LMSS distribution reports submitted to Grant Coordinator for review:

Invoice tracking sheet regularly updated and operating cost reimbursement timely processed
Monthly CSS approved by WFP and submitted to respective SOs

KNOWLEDGE/ QUALIFICATIONS FOR THE ROLE

Knowledge in IT system administration, trouble shooting, In depth Knowledge in Data Management systems, Aware of CTS-LMMS system administration, Past experience preferably with an INGO or a UN agency in handling of food commodities and Commodity tracking / accounting.
Bachelor's degree from a university in computer Science, ICT skills
Some knowledge of warehousing, transport, shipping and practical freight forwarding is an added advantage. Knowledge of major donor regulations pertaining to Commodities accountability and reporting.
Must have strong analytical skills.
Must be a self-starter, who can accomplish the tasks with little or no supervision. He/she must be diligent in paperwork, have integrity and be able to cooperate with warehousemen, truck drivers and transporters.
Ability to prioritize many demands without losing focus. Agrees with World Vision’s mission, vision and core values,
Must be a committed Christian, able to stand above denominational diversities.
