IFC’s Country Advisory and Economics (CAE) Unit delivers on IFC’s capital increase commitments by providing a foundation for Regional, Industry, and Upstream teams to increase private sector investment opportunities. The CAE team works proactively with governments and regulatory agencies to build effective and efficient market conditions, both at economy-wide as well as industry/sector level, for increased private investments. Our global experience shows that challenges in the working environment and lack of the right enabling regulatory framework result in countries losing significant amounts of investment annually. The unit collaborates extensively with the public sector, private sector, and other teams across the World Bank Group in the design and delivery of advisory services.

Burundi SME Linkages for Access to Finance

The objective of this project is to work with the Government of Burundi (Ministry of Economy and Development, Industry and Trade) and the Burundian Development Agency (API) to promote the development of more formal MSMEs in the country by creating business opportunities and improving access to finance for MSMEs, including women MSMEs.


Burundi PPP Infra Diagnostic and Seed (D&S)

The objective of the D&S Project on “Burundi PPP in Energy and Digital Infrastructure Sectors” is to collaborate with pertinent stakeholders in Burundi to identify key constraints and investment opportunities in the Energy and Telecoms sectors. The project aims at informing WB and IFC teams working on the preparation of joint roadmaps for those sectors. To this end, a diagnostic will be prepared that (i) identifies bottlenecks and potential investment opportunities, (ii) conducts a stakeholder mapping, and (iii) prepare a plan to unlock private sector investment in the sector, which will be the main deliverable.


Objective


IFC is seeking to hire a local Short-Term Consultant with experience across multiple countries to contribute to the implementation of CAE projects in Burundi. The consultant will support the management of advisory projects in the private sector development area and further develop the portfolio implementation. The consultant will be based in Burundi.


Role and Responsibilities


The consultant will work to support the following activities:

The consultant will coordinate the implementation of activities for CAE, with an overarching role throughout all projects to ensure compliance with international best practice and experiences applied in the African continent and other relevant regions.
The consultant will provide support to corporate and procurement related activities, including but not limited to drafting terms of reference newsletters, and ensuring quality of procurements documentation and processes.
Finally, the consultant will contribute to new projects design by collecting data, consulting with stakeholders.
Assist the Country Team in timely and efficiently organizing operations and supervising the overall planning, preparation and project implementation of local projects with a focus on the Burundi SME Linkages for Access to Finance and Burundi PPP Infra D&S, including coordination of activities with the governments, contracted consultants, etc.
The consultant may also conduct review to assess the quality of outputs before delivery, or during implementation phase.
Support the TTL to develop/evaluate action plans, manpower plans, timelines, and other project planning work, review project related’s outputs, budgets, requests and progress reports.
Support the TTL to engage, negotiate and closely cooperate with all relevant stakeholders (internal and external), and project beneficiaries in implementing Project activities according to Project documents/Contract, to accomplish the maximum benefit and positive impact for Project beneficiaries.
Contributes to development of infrastructure (e.g., tools, , benchmarks, manuals for internal and external dissemination) relating to area of expertise or specialization.
Advises on key/complex projects, from the design to the implementation phase.
Collect information relevant to the project activities to support project implementation/M & E and prepare briefs and notes.
Recommends innovative solutions to ensure long term and sustainable impact of project activities.
Assist the TTLs on the preparation/execution of technical support/supervision missions and project reviews.
Assist on new projects design and any other work the TTLs and/or CAE programs need support on.


Selection criteria & Competencies


The consultant should combine very good operational and project management capabilities. The consultant should possess the following minimum requirements:

Master’s degree in economics, international development, business administration, law or equivalent in a relevant field and at least eight years of relevant experience (or the equivalent combination of education and experience in areas related to private sector development)
Prior experience or knowledge in/on Africa is required. Experience in East/Southern Africa or in a similar context is preferred;
Knowledge of the local environment/experience working with stakeholders in Burundi is required or an plus
Experience working with public sector stakeholders is required or an plus
Recognized experience in the areas of private sector development, Investment promotion or/in the Public administration is an advantage;
Ability to work independently on the complex problems around private sector development projects design and implementation, consistently applying creativity and independent judgment;
Experience managing projects will be an advantage.
Strong teamwork, flexibility, and adaptability, and ability to successfully navigate complex issues and challenges in a multi-stakeholder, multi-cultural environment.
Strong project management capabilities with the ability to multi-task and deliver on tight deadlines;
Strong oral and written communications skills, including demonstrated ability to communicate effectively with clients and colleagues at different levels of the organization.
Excellent organizational, analytical and prioritization skills, with ability to follow assigned tasks/projects from conception to completion;
Enthusiasm and commitment to development work, extremely positive attitude, persistence in obtaining results
Excellent written and Verbal French/English language skills.


Deliverables:


Monthly reports highlighting key activities and keys achievements, next steps, key risks and lessons.
Written inputs related activities as needed for project purposes.
Meeting minutes.


Timing and level of effort


The assignment is expected to be for a total of 100 days effort between July 1st 2024 and June 30th 2025.


Administrative arrangement


The consultant will be working under the supervision of Burundi CAE Program Leaders.
